According to the Pennsylvania Department of Motor Vehicles: the buyer and seller of a vehicle must meet at the office of a notary public, tag service, or motor vehicle dealer to ensure the title application is correctly completed.
If the car is financed, the certificate of title in your name will be mailed to the lienholder. If the vehicle is not financed, the certificate of title in your name will be sent directly to you.

- Pennsylvania 15-day temporary internet driver license and expired DL/ID
- Pennsylvania Camera Card and Pennsylvania Expired Identification Credential
- U.S. Armed Forces Common Access Card
